Arizona law provides for “freezing” of the current Limited Property Value for future years of all real property and improvements (including mobile homes) of homes owned and occupied by qualifying seniors.  The requirements to be a qualified senior are as follows:

  1. Every owner must be included in the application and be included in the title of the property to qualify.  At least one of the owners must be 65 years of age.  *A copy of proof of age must be submitted.
  2. The property must be the primary residence of the taxpayer.  “Primary Residence” is defined as the residence which is occupied by the taxpayer for (9) months of the calendar year.  Rental or Non-primary (second home) property does not qualify.
  3. The owner must have resided in the primary residence for at least two (2) years prior to applying for the option.  Proof of residency is required, such as an *Arizona Driver’s License, State issued ID card, or voter registration card.
  4. All owners combined total annual income from all sources including taxable and non-taxable income cannot exceed $45,264 for a single owner and $56,580 for 2 or more owners. 

To apply:

  1. Fill out the application above and submit it to the Assessor’s Office no later than September 1, 2024, to lock the 2025 values. *Include all required supporting documentation with your application. The application will be available beginning on Tuesday, January 2nd, 2024.
  2. The name and date of birth of each owner of the property title must be listed, and each owner must sign the application form.
  3. Fill out annual income information for the last three years (2021, 2022, and 2023) totaling the income for all owners.  All income must be included, whether taxable or non-taxable.   **Please submit copies of pages 1 & 2 of your  Federal Income Tax returns for each year.

If the owners meet all of the requirements, the limited property value of the primary residence will stay the same for a three (3) year period.  To remain eligible, the owner is required to renew the option in 2-1/2 years.  The County Assessor will send a notice of reapplication. It is important to know that the VALUATION OF YOUR HOME WILL BE FROZEN as long as the owner remains eligible and continues to submit the required applications.  TAXES ARE NOT FROZEN and will continue to be levied at the same rate as all other properties in the taxing district.

After the valuation freeze has been approved, if alterations/additions are made to your property, the value of the new improvements will be added to the original frozen value. If additional owners are added or removed, the frozen value may be removed and the owner(s) may need to re-apply. If the owner sells or rents the property or the freeze is not renewed, the freeze terminates and the value reverts to the current market price.

Owners will be able to submit their application from January 3rd through September 1, 2024, to freeze their 2025 values.

Important: 9/01/23 was the deadline to freeze the 2024 values. If you mailed in your renewal, your envelope must have had a 9/1/2023 postmark.
