Three Standards of Roadway Maintenance

Regular Road Maintenance System

The roadway meets the standards of Mohave County Subdivision and Road Maintenance Regulations. It is maintained on a routine basis by the Road Department.

Tertiary Road Maintenance System

The roadway was constructed and opened prior to 1990 but does not meet the requirements of the County Subdivision and Road Maintenance Regulations. It is maintained on a "as time is available basis", possibly no more than one time a year, by the Road Department. 

Roadways petitioned for Tertiary Maintenance must be existing as a minimum rough graded surface with 24' travel lane, 2' shoulder (totaling 28' wide), and ditch sections at the minimum, extend so that the roadway can be traveled safely by a two wheel drive subcompact automobile; all brush and trees are removed; large boulders and rocks (3 inches and larger) are removed.

Primitive Road Maintenance System

Primitive Road Classification applies to local or collector roads designated by the Board of Supervisors that meet all of the following:

  • The road was opened after June 13, 1975.
  • The road was accepted for maintenance by the board of supervisors or the governing body of
    a city or town before June 13, 1985.
  • The road was not constructed in accordance with county standards.
  • Shall not designate a state or county highway as a primitive road.

The maintenance represents public roadway maintenance consisting only of roadway surface smoothing and minor repairs, which will normally occur only after all other roadway maintenance operations in the County’s regular roadway maintenance system is completed. It is maintained on a “as time is available basis”, possibly no more than one time a year.

Regardless of the type of maintenance requested, all roads must be petitioned for inclusion into the County Road Maintenance System, and the petition approved by the Board of Supervisors. Roads constructed as part of an approved subdivision are automatically included in the County’s Regular Road Maintenance system one year after final acceptance by the County Board of Supervisors. Petition forms for Regular and Tertiary Road Maintenance are available at the Public Works office located: 3715 Sunshine Dr., Kingman, Arizona
