New Kingman-Butler Expansion Project - Devlin Sewer is Completed

The completion of the New Kingman-Butler Sewer Expansion Project marks an important milestone for the county. With the allocation of American Rescue Plan Act (ARPA) funds by the Board of Supervisors in 2021, District 4 residents can now benefit from improved infrastructure in the area for years to come.

The project allocated $2.5 million to the design and construction of the Devlin Sewer line, providing sewer availability to over 200 parcels and expansion opportunity to over 2,700 parcels. An Intergovernmental Agreement with the City of Kingman outlined responsibilities of each entity during the design, construction, inspection and acceptance of the Devlin Sewer line.

The City of Kingman approved the construction to be completed in three phases. When construction began, letters were sent to property owners in the project area to take advantage of discounted connection costs. Of over 200 letters sent, 88 took advantage of the discounted rate and were connected. The city is also waiving the Sewer Investment Fee and/or Wastewater Capacity Fee for properties that connect within one year of acceptance of each phase.

Premier Backhoe Inc. will finish construction, final paving, and septic abandonments by January 31, 2025. Mohave County Development Services and Director Scott Holtry want to thank Sunrise Engineering, Premier Backhoe, Mohave County Public Works, Unisource, Allo Fiber, City of Kingman, and Daniell’s Septic Tank Pumping for the success of the project.
